There are no restrictions for buying property in the Netherlands when you are not a Dutch national. You do of course have to fulfill all the requirements that are involved in buying property in general. A notary can specify the requirements that are valid in your specific situation.
When you come to the Netherlands from abroad you most likely need to apply for a visa. Depending on the length and purpose of your stay and your country of origin, your application will be dealt with by either the Ministry of Foreign Affairs or the Immigration and Naturalization Service. The Dutch Embassy in your country can guide you.
In all instances you need to register your address at the municipality where your property is situated. It is obligatory to register yourself and those living in your household no later than 5 days after you have moved in.
